On September 17, 2021, at the National Police
University located in Asan, Chungcheongnam-do, there was an opening ceremony
for the International Counter-Terrorism Research Center, a research
organization for counter-terrorism. About 40 people related to the
counter-terrorism organizations, including Ban Ki-moon, the 8th
Secretary-General of the United Nations, attended the event. At this meeting,
former UN Secretary-General Ban Ki-moon said, "September 17, 1991, is the
day that Korea joined the United Nations, and it is very meaningful to open the
research center at the National Police University here on the same day 30 years
later.", and he said "I expect that this will play a major role for
the peace and security of the international community,” and continued, “weapons can only eliminate terrorists, but
education can end terrorism itself” by quoting Quoting Malala Yousafzai (the
youngest Nobel Peace Laureate) who said (With guns you can kill terrorists,
with education you can kill terrorism), and emphasized ending terrorism with
education. Lee Byung-seok, Chiarman of
the Center, said, “We will enhance our research capabilities to counter terrorism
through international academic seminars, by establishing the International
Society of Counterterrorism, conducting exchange activities with domestic and
foreign counter-terrorism organizations, creating learning groups for field
police officers, and carrying out research with graduate school students in
public security.”
In a video on that day, Kim Chang-ryong, Commissioner
of the National Police Agency, said, “The International Counter-Terrorism
Research Center that launched today will conduct comprehensive and in-depth
research on terrorism. And I hope that it will grow into a cradle of
world-class anti-terrorism science just like the American powerhouse 'Rand
Corporation’"
The International Counter-Terrorism Research Center
(Chairman Lee Byeong-seok, Police Department Professor) will collaborate with
experts from the organizations (advisory members, research members,
researchers, etc.). Together with domestic and foreign counter-terrorism
organizations, and expert groups, the research will focus on six areas:
terrorism trends, laws and systems, safety measures, terrorist groups, means of
terrorism, and terrorism tactics.
